THE SERBIAN CHAIRMANSHIP OF BSEC
1 July – 31 December 2016


On 1 July 2016, the Republic of Serbia took over from the Russian Federation the semi-annual Chairmanship of the Organisation of the Black Sea Economic Cooperation (BSEC) at the 34th Meeting of the Council of Ministers of Foreign Affairs of BSEC Member States in Sochi, Russian Federation. Under its BSEC Chairmanship, the Republic of Serbia will endeavour to implement new projects and further improve the ongoing ones, as well as to develop the cooperation between the countries of the wider Black Sea region. The Serbian Chairmanship will put emphasis on improving economic cooperation and relations with other international organisations and the European Union and on transport cooperation and optimisation of the operation of the Organisation itself. The Republic of Serbia will end its Chairmanship at the meeting of the Council of MFAs of BSEC Member States to be held in Belgrade in December 2016, when the Chairmanship will be transferred to Turkey.

As an international regional organisation, BSEC has a considerable economic potential, particularly in the energy and transport sectors, given the geographic location and the mineral resources of the Black Sea region. The Republic of Serbia has continued the membership status of the State Union of Serbia and Montenegro, which became a BSEC Member State in 2004, and so far, Serbia has held the Chairmanship of the Organisation twice.

SERBIAN CHAIRMANSHIP’S PRIORITIES

The Republic of Serbia has highlighted its chief Chairmanship priorities as follows:

1. Enhancing economic cooperation among BSEC Member States by launching new and implementing ongoing projects. The emphasis will be placed on facilitating and improving trade and tourism, being recognised by all Member States as sectors with large potential, to which all Member States can contribute and draw certain benefits from;

2. As a separate segment of economic cooperation, focus will be on the areas of traffic and transport, where a Ministerial Meeting is planned to take place. Road transport is one of the most active fields of BSEC cooperation, especially regarding operator’s licences for transport in the territory of the Member States;

3. Improving cooperation with other international organisations and initiatives, particularly with the European Union. In this context, the BSEC Troika will hold a meeting with representatives of the EU Working Party on Eastern Europe and Central Asia (COEST) in Brussels, while the Ad Hoc Group of Experts on BSEC-EU Interaction will meet in Istanbul. In addition, a resolution on cooperation between the United Nations and BSEC will be adopted during the 71st Session of the UN General Assembly in New York. Furthermore, the efforts to implement the existing memoranda of understanding and to prepare and sign new ones will be undertaken.
